New York Water Customer Assistance Program

Liberty’s Customer Assistance Program, or CAP, is designed to provide payment assistance to low-income customers. The program consists of two sub-programs: an Arrearage Management Program (AMP) and a Low-Income Bill Discount Program.

Customers can take advantage of these two programs by following the steps below.


  • The first step to recieving CAP benefits is to enroll in the Low-Income Bill Discount Program. This program provides low-income customers with a credit equal to the monthly meter charge (not greater than the 1” monthly charge). The Company will display the meter charge credit as a separate line item on the customer’s bills.

  • The AMP by Liberty provides eligible, low-income, residential water customers with arrearage forgiveness of up to $1,200 per year as long as they are on this program. Customers who are successfully enrolled in the Low-Income Bill Discount Program will automatically be enrolled in Liberty's AMP as long as the following criteria is also met. 

    Low-Income customers participating in the AMP will receive $100 in monthly arrearage forgiveness (“AMP Credit”) for each timely payment of their monthly budget amount, unless the remaining balance is less than $100. To qualify a customer must:

    1. Be enrolled into the Low-Income Bill Discount Program
    2. Have a minimum of $300 in arrears
    3. Account is in arrears for at least 45 days
    4. Pay your monthly budget amount, which is an average monthly cost based on historical usage

    If a customer fails to pay their agreed monthly budget bill amount, the customer’s budget billing payment agreement will be terminated, and any remaining AMP benefit will be forfeited. The budget billing plan and AMP participation may be reinstated later if all missed and current payments are made.

    Customers on the AMP and current with their agreed monthly budget amount will be protected from service disconnection.

If you previously received benefits from the Low-Income Household Water Assistance Program (LIHWAP), you are likely eligible to participate in the new CAP program. If you did not previously receive LIHWAP benefits but would like to participate in the CAP program, please download and complete the application in step one and mail it to:
